5. Customs clearance documents

Different countries have different requirement on customs docs. Take clothes for example, Chinese customs docs include commercial invoice/packing list/bill of lading/contract/customs entry list. Australian customs docs include commercial invoice/packing list /bill of lading/packing declaration.

And different customs docs are required for different kinds of products. For example, in China, when we make customs clearance for furniture, if the furniture is made by raw wood, we need to provide commodity inspection form. However, if the furniture is not made by raw wood, we have no need to provide inspection form.

Below are the general customs docs required:

  1. Bill of lading: This is usually required for import customs clearance.  Export customs clearancewill not require bill of lading.  Bill of Lading is a doc issued by vessel owner or its agent. It means the cargo is on the airplane or the vessel.  The bill of lading mainly shows shipper/consignee information, vessel information, cargo information.

  1. Commercial invoice: A commercial invoice is a doc to tell customs how much the cargo value is.  Then customs officer will use the commercial invoice to calculate duty and tax.  Duty and tax is usually some percentage of cargo value for example,5% or 10.  Someone may lower the cargo value to pay less duty and tax but there is risk. If the customs doubt the cargo value, customs officer may require consignee provide payment proof to demonstrate the commercial invoice is correct

  1. Packing list:  A packing list is to show customs how your products are packed. For example,how many cartons or pallets? Also in the packing list, there is weight and cubic meter. When there is customs inspection, customs officer will check the products’ quantity and weight etc according to the packing list.

  1. Other docs:As customs in different countries require different customs docs,  there are some other docs may be required when we make customs clearance:
  • (1). Certificate of origin:  This is kind of doc issued by government to demonstrate the origin country of the products. In Australia certificate of origin is also called as FTA certificate. With COO/FTA certificate, most products can be duty free when we ship them from China to Australia.

  • (2). Packing declaration: This is a doc required by Australian customs for each sea shipment. The packing declaration doc is to demonstrate the package of your products are legal according to the Australian customs law. If there is raw wood in the packaging, you need to make fumigation accordingly and put a fumigation stamp on the raw wood

  • (3). Fumigation certificate: This is required by customs normally when your products or packaging contain raw wood.

  • (4) Other special permit:Some products, like food/vehicles etc, were limited to import or export. When we prepare customs docs, we should consider these special permits approved by local government.

In China normally, if there is no customs inspection, customs release should be within several hours after you made customs entry in customs system. But if there is customs inspection, the customs clearance time will depend on how long the inspection will take. HS code is for a code in Harmonized Commodity Description and Coding System. This system is developed by World Customs Organization (WCC) to classify different products in the world. As there are many different kinds of products in the world, World Customs Organization apply an unique code to each product. For example, in China HS code for men coat is 6203120000, and HS code for football is 9506621000.  HS code in each country is a little different as WCC only stipulates first 6 digits, and starting from the 7th digit, each government can set its own.
